Position Overview: We are seeking an experienced and dynamic Technical Project Manager to join our team and lead various data projects within the IRS and Federal sectors. As a Technical Project Manager for IRS and Federal Data Projects, you will play a crucial role in planning, executing, and closing out data-centric initiatives while also overseeing the development and critique of lessons, layouts, and major projects. The ideal candidate will have a strong background in project management, information technology, and IT programming, with knowledge of 508 guidance and layouts to start with.
Responsibilities:
UX/UI Design Leadership:
- Lead the design and implementation of UX/UI projects, ensuring they align with organizational goals and IRS and Federal guidelines.
- Champion user-centered design principles and foster an understanding of these methodologies among cross-functional teams.
- Oversee the creation of wireframes, prototypes, and high-fidelity layouts that meet Section 508 compliance standards.
Project Planning and Execution:
- Develop and manage comprehensive project plans that incorporate UX/UI design processes and timelines.
- Coordinate with cross-functional teams to define project scope, objectives, and deliverables, ensuring a seamless integration of UX/UI design practices.
- Develop and execute project plans, ensuring alignment with organizational goals and objectives within the IRS and Federal domains.
- Utilize Agile methodologies to manage and deliver data projects efficiently, while also overseeing the creation and critique of lessons, layouts, and major projects.
- Collaborate with cross-functional teams to define project scope, objectives, and deliverables tailored to IRS and Federal requirements.
Compliance and Standards:
- Demonstrate a profound understanding of relevant compliance standards specific to IRS and Federal data projects, including but not limited to HIPAA, HITECH, and Section 508.
- Guide teams on best practices for creating accessible and compliant UX/UI designs.
- Maintain a thorough understanding of Section 508 and ADA compliance, applying these standards to all design projects to ensure accessibility.
- Implement and enforce data governance policies to ensure compliance with IRS and Federal regulatory requirements, while also providing guidance on 508 compliance for lessons and layouts.
Tool Proficiency and Innovation:
- Utilize and adapt the latest design and project management tools such as Sketch, Figma, Adobe XD, JIRA, and Confluence to enhance project delivery.
- Ensure team members are proficient with these tools and encourage continuous learning and adaptation to new technologies.
- Ensure team members are proficient in these tools and provide necessary training when needed to meet IRS and Federal standards, while also overseeing the development of layouts and projects using IT programming expertise.
Stakeholder Management and Communication:
- Effectively manage relationships with multiple stakeholders within the IRS and Federal sectors, including business analysts, data engineers, and other relevant teams.
- Present design concepts and prototypes to stakeholders, gathering feedback and making informed adjustments to meet project requirements.
- Communicate project status, risks, and issues to IRS and Federal stakeholders in a clear and concise manner, ensuring alignment with IRS and Federal priorities, while also overseeing the critique of lessons and layouts.
Team Leadership and Development:
- Provide mentorship and guidance in UX/UI best practices, design thinking, and user research methodologies.
- Foster a collaborative and innovative design environment, encouraging creativity and critical feedback among design teams.
- Demonstrate exceptional communication skills, both written and verbal, to convey complex technical concepts to diverse IRS and Federal audiences, while also providing leadership and guidance on the creation of major projects and layouts.

Problem-solving and Adaptability:
- Identify and resolve project issues and risks promptly, making informed decisions to keep the project on track while adhering to IRS and Federal guidelines.
- Proactively address and troubleshoot design challenges, applying analytical and creative thinking to resolve issues efficiently.
- Proactively anticipate potential roadblocks specific to IRS and Federal projects and implement mitigation strategies accordingly, while also providing guidance on IT programming for layouts and projects.
Fast-paced Environment:
- Thrive in a fast-paced, deadline-driven environment within the IRS and Federal sectors, ensuring that project milestones are achieved on time and within budget while meeting IRS and Federal standards.
Qualifications:
- Bachelor’s degree in design, Project Management, Information Technology, or a related field.
- PMP and Scrum Master certifications are advantageous, especially within the IRS and Federal contexts.
- Proven track record in managing diverse data projects with multiple stakeholders within the IRS and Federal sectors, using Agile methodologies, and with expertise in IT programming.
- Proven track record in leading UX/UI design projects, preferably in IRS and Federal sectors, with a deep understanding of Agile methodologies.
- Expertise in compliance and accessibility standards, particularly Section 508, with a demonstrated ability to apply these in design projects.
- Proficiency in design and project management tools such as Sketch, Figma, Adobe XD, JIRA, and Confluence.
