Come join our team of Health Economics professionals whose mission is to conduct empirical, objective research and applied policy analysis to monitor changes in the health care marketplace; to understand factors influencing health care cost, quality, and access; and to provide technical assistance in the development of state health care policy.

The Pharmaceutical Economics Policy & Research team within the Health Economics Program at MDH is seeking an Operations Supervisor who is responsible for developing, executing, and aligning business operations, data management, quality assurance activities, compliance and enforcement requirements, and engagement with data submitters and vendors.

Primary responsibilities include:
  • Lead the implementation and management of data systems and environments, ensuring they meet legal requirements and work seamlessly across various functional areas.
  • Supervise a diverse team, ensuring their work is high-quality, timely, and meets standards for fairness and compliance with labor agreements.
  • Oversee the development and enforcement of data reporting protocols to ensure compliance and data quality.
  • Manage all program communications, including handling the shared mailbox, outgoing messages, and maintaining the program web pages to meet communication and accessibility standards.
  • Handle other operational needs for the program, including managing contracts, records retention, planning, project management, and software licenses.
This is a hybrid telework position that requires in-person meetings with external shareholders as well as in-office work in the downtown St. Paul location. Telework will be based on the business needs of the unit and is at supervisory discretion. Limited travel within the metro area is required for the position.

Qualifications

Minimum Qualifications

  • Three (3) years of experience* managing operations that includes at least 4/7 of the following areas:
    • Public program administration
    • Project management
    • Data management
    • Governmental regulation compliance and/or enforcement
    • Contract management
    • Budget management
    • Public communication development and management
  • Demonstrated leadership experience which may include:
    • Experience as a supervisor, lead worker, team lead, project lead;
    • Completion of a State of Minnesota leadership program (e.g. ELI, L4, Everyday Leaders);
    • Completion of a similar or equivalent leadership development program through another organization;
    • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include: 1+ years identifying issues, goals and strategic actions, AND 100+ hours/year time commitment.
*A degree in a related field such as Public Administration, Business Administration, Economics, Public Policy, Engineering, Health Informatics, Data Science, Public Health, or Health Care Management may count towards professional experience as follows:
  • Associates = 6 months
  • Bachelor's = 12 months.
  • Master's = 18 months.
  • PhD = 24 months

Qualifications to be further assessed during the interview process:
  • Ability to execute the above functional areas at a high level (e.g. experience with the full operational life-cycle, managing significant complexity).
  • Ability to manage workload within tight timelines, and often with multiple and conflicting priorities.
  • Critical thinking skills sufficient to solve complex problems.
  • Human relations skills sufficient to work collaboratively with team members and participate in joint decision-making.
  • Intermediate to advanced knowledge of information technology software and systems sufficient to navigate independently in multiple platforms and apply knowledge to new contexts (e.g. Office suite, project management tools, database management, business intelligence and analytic software).

Preferred Qualifications
  • Experience in more than 4/7 of the areas listed above.
  • Knowledge of state drug pricing initiatives, pharmaceutical drug markets, or health care systems.
  • Knowledge of agile and sprint-based IT development.
  • Experience with highly sensitive data.
  • Experience with database management and best practices.

  • This employment does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
